Caretaker Prime Minister Najib Mikati and Defense Minister Maurice Slim convened to address the issue of appointing the Chief of Staff in the Lebanese Army, prompted by demands from the Progressive Socialist Party to regularize the appointment process. This follows the positive approval of the minister's proposal to initiate a new batch of Military Academy admissions, which had been stalled for months.
During their meeting, Minister Slim reiterated to Prime Minister Mikati that a piecemeal approach was untenable, reaffirming his longstanding stance since the vacancy of several military positions began. He insisted that appointments should fill all vacancies comprehensively, rather than addressing them in a partial manner, as seen with the Chief of Staff appointment.
According to sources familiar with the matter, he made it clear that he would not proceed with partial appointments. His priority is to safeguard and uphold the integrity of the army institution so that it can effectively carry out its duties, from leadership positions to the Chief of Staff and the currently inactive Military Council. He pointed out that the Council of Ministers went beyond his authority as minister, bypassing legal and constitutional norms by appointing a Chief of Staff separately from other vacancies, disregarding his earlier requests to fill all positions as previously communicated.
Sources caution that with the impending vacancy in army leadership, Minister Slim is likely to reintroduce the same proposal. This logical solution, akin to the integrated basket approach adopted for the Military Academy, has become feasible with the absence of the President of the Republic in all government appointments. Just as a Chief of Staff has been appointed, this matter can be revisited to complete appointments within the Military Council.
Based on the behind-the-scenes discussions, it appears that viable solutions are still in their early phases, indicating a prolonged process before final decisions are reached, particularly concerning the tenure of the army commander.
